I just read hr 2977 and it does indeed refer to chem trails.read on:

On jan 4 2002 this year i was on my way to work when I spotted contrails streching from the horizon in all directions. a grid work if you will. I took some co-workers outside to see and they thought they were looking at jet contrails--until I showed them jets in the distance with the contrails dissapating rapidly behind them. It was then they started wondering what was going on also.

The distant jets were in staggered formation and we counted six of them. They were probably the ones responsible. Anyone seeing them in formation like that would think they were part of military manuevers. Good plan huh?

The trails were being scattered by the upper winds and within a couple of hours the sky was completely overcast as a result. I live in Northeast Tennessee and it could be that the gov't.is spraying for pine beetles that are doing serious damage to our forests. Everytime there are contrails (CHEMTRAILS) locally, my wife's allergies flare up, Even in the winter when there is not much pollen, leaf mold, dust etc. that cause most of her allergy problems.

I wonder if they could be spraying for pests in other parts of the country? Is most of the spraying being done in forested areas? This would be a good thing to look at by the readers of this commentary. Al, will you see that this gets posted?

I saw more chemtrails tuesday morning here in E.TN and I gained another convert. They blended together within a couple of hours to form a completely overcast sky. She (the convert) showed them to a couple of hardheads and could not convince them of what they were seeing. I sent her your web page to peruse and now I need to caution her that people only see what they want to see. They're afraid to not trust the gov't. because the gov't is all they have--and if they lose that trust, they've lost a crutch. They don't trust themselves enough to govern themselves.
