DATELINE: 14 December 1997 -- The Federal Government already has mechanisms in place to "put down" any armed "insurrection" of Americans banded together in defense of their Constitutional Rights and Freedoms.
During a declared national emergency, Executive Orders -- already recorded in the Federal register and treated by Congress as the "law of the land" -- can be ordered (by the President) into effect at any time. Consider some of the following Executive Orders:
EO 10995: All communications media seized by the Federal Government.

EO 10997: Seizure of all electrical power, fuels, including gasoline and minerals.
EO 10998: Seizure of all food resources, farms and farm equipment.
EO 10999: Seizure of all kinds of transportation, including personal cars, and control of al highways and seaports.
EO 11000: Seizure of all civilians for work under Federal Government supervision.
EO 11001: Federal takeover of all health, education and welfare.
EO 11002: Postmaster General empowered to register every man, woman, and child in the United States.
EO 11004: Housing and Finance authority may shift population from one location to another.
EO 11005: Seizure of all railroads, inland waterways, and storage facilities.
EO 11490: Combines most of the above, and adds the authority to regulate the amount of personal money that may be withdrawn from financial institutions.

Think about this...... By implementing EO 11490, the President could place the entire nation under martial law, and would as Commander in Chief of the Armed Forces, serve as head of this military dictatorship!!!
In addition to the above, the use of Federal Troops to respond to civilian unrest has been considered, planned, and trained. Furthermore, the use of UN Troops to accomplish the same task has at least been reviewed. UN Troops have been used to establish martial law in various countries (current example Bosnia). There is nothing in the UN Charter that would prevent these same UN Troops from being used in the United States, at the request of the President, or some other "in power" political official!!!
Federal Law prohibits the use of federal troops for domestic law enforcement functions. However, there is no prohibition against federal troops being used to train civilian law enforcement. As a matter of fact, military units commonly train police special operations units. There is also a loop-hole in the law that allows Federal troops to take direct action in counter-drug operations. In both Ruby Ridge and Waco federal agencies claimed that drugs were being manufactured. Although there was no evidence of this in either case, the claim of drug manufacturing allowed them to use the loop-hole to obtain military equipment and "advisors" to assist in the operations!!!
