Thank you for your letter regarding the deployment of troops in Bosnia. I appreciate hearing your views on this matter.
As you are aware, in 1995 the President ordered 20,000 U.S. ground troops to be deployed to Bosnia. A resolution passed by the Senate in late 1995, clearly states our goals for a definable mission: that we unconditionally support our troops; that we enhance the odds of them leaving within one year; and finally, that we increase the chances of this mission being successful. In order to achieve these goals, the Administration needs to shape and improve our Bosnia policy by stating a clear exit strategy for our troops. I believe the President has not set out a clear role and timetable for U.S. troops in the Bosnia region. Thus far, I believe the President has not provided leadership -- which has led to the extension of the U.S. troops stay in Bosnia.
It is vital that the President makes the role of the troops clear and sets a firm timetable for their departure, which he has been reluctant to do in the last year and a half. There has been criticism of the President's extrension of the Bosnian mission. It is my hope that this will lead to constructive dialogue between the Administration and Congress and will bring back the U.S. troops as soon as possible. You can be assured I will follow this matter closely, and look forward to progress in the 105th Congress.
