Thank you for your recent letter concerning Executive Order 13083.
As you may know, on May 14 of this year, President Clinton issued Executive Order 13083, entitled "Federalism." This order laid out principles of federalism to which state and local governments should adhere. It also gave executive agencies the ability to limit the policy making decisions of state and local governments in certain situations. The order was to have taken effect in mid-August.
In response to concerns about this executive order, the House Subcommittee on National Economic Growth, Natural Resources and Regulatory Affairs held a hearing on July 28. Edward DeSeve of the Administration's Office of Management and Budget testified at the hearing. He said concerns about the order prompted the Administration to delay its implementation for an additional 90 days. Mr. DeSeve said during this time, the Administration will consult thoroughly with state and local governments about possible changes to the order.
I will wait to see what changes the President makes to Executive Order 13083 before forming an opinion about it. I thank you for communicating your concerns, and I will keep your views in mind when considering this issue.
