Dear Mr. Colombo:

Thank you for your letter regarding the Family Impact Statement Act.

On April 21, 1997, President Clinton issued Executive Order (E.O.) No. 13045 to provide greater protection for the children of our nation from environmental, health and safety risks, particularly those that disproportionately affect young children. The order calls for improved research, more rigorous analysis of proposed rules which would affect children's health and safety, and better coordination of policies and programs across federal agencies. In focusing agency priorities on children's health and safety, the new order superseded an earlier order from 1987, E.O. 12606.

I understand that you opposed the rescission of E.O. 12606, and as a result support S. 1002, the "Family Impact Statement Act," that would put that 1987 order into law. From my review of the orders and the administrationjs, I believe the new order will provide many of the same benefits and will do so in a more focused and effective manner. In short, I believe E.O. 13045 improves upon E.O. 12606. Our children should not face the numerous environmental, health and safety dangers that now put their health and safety at risk. I support the President's action in issuing E.O. 13045 and do not at this point see the need to support S. 1002.
