Thank you for contacting me regarding your concerns about gun control. I appreciate hearing your views on this matter.
As you may know, the Clinton Administration has proposed a number of changes to current federal gun control law. One proposed change is a requirement that all gun shows be federally licensed and that all firearm transfers at these shows be approved by the current national Instant Criminal Background Check System (NICS) established by the Brady Handgun Violence Prevention Act (P.L. 103-159). The Administration also is requesting the establishment of a user fee to recover the cost of NICS background checks. Such a fee is currently prohibited by statutory provisions approved in the 105th Congress.
There have been a number of bills introduced in the 106th Congress which address the President's gun control initiatives. S. 443, introduced by Senator Frank Lautenberg, contains the Administration's proposal concerning gun shows. S. 597, introduced by Senator Bob Smith, would permanently prohibit the NICS user fee which the Administration is proposing. These bills have been referred to the Senate Judiciary Committee for review. Since I am not a member of this committee, I am not in a position to directly influence these bills at this time. If this or similar legislation coems before the Senate, I will be sure to keep your views in mind.
