Dear Al:

Thank you for contacting me regarding President Clinton's Executive Order 13083 (E.O. 13083), which would have altered the relationship between the federal, state and local governments. I appreciate the opportunity to learn of your viewpoint.

As you may know, in response to strong opposition from state and local governments, E.O. 13083 has been repealed by President Clinton and therefore has not and will not take effect. The main concern with E.O. 13083 was the outline of situations in which federal authority would have overridden state authority. It is important that the federal government does not overstep its boundaries with regard to state and local authority.
