          Naval Station, Long Beach, California, to a commercial shipping
          company owned or controlled by a foreign country.

          Mr. HUNTER (for himself, Mr. CUNNINGHAM, Mr. BARTLETT of Maryland,
              Mr. BONO, and Mr. SOLOMON) introduced the following bill; which
              was referred to the Committee on National Security
                                         A BILL
          To prohibit the conveyance, directly or indirectly, of property at
          Naval Station, Long Beach, California, to a commercial shipping
          company owned or controlled by a foreign country.
           [Italic->]   Be it enacted by the Senate and House of
          Representatives of the United States of America in Congress
          assembled, [<-Italic]
          SECTION 1. PROHIBITION AGAINST CONVEYANCE OF PROPERTY AT NAVAL
                            STATION, LONG BEACH, CALIFORNIA, TO STATE-OWNED
                            SHIPPING COMPANIES.
            (a) PROHIBITION AGAINST DIRECT CONVEYANCE- In disposing of real
          property in connection with the closure of Naval Station, Long
          Beach, California, under the Defense Base Closure and Realignment
          Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C.
          2687 note), the Secretary of Defense may not convey any portion of
          the property (by sale, lease, or other method) to a State-owned
          shipping company.
            (b) PROHIBITION AGAINST INDIRECT CONVEYANCE- The Secretary of
          Defense shall impose as a condition on each conveyance of real
          property located at Naval Station, Long Beach, California, the
          requirement that the property may not be subsequently conveyed (by
          sale, lease, or other method) to a State-owned shipping company.
            (c) REVERSIONARY INTEREST- If the Secretary determines at any
          time that real property located at Naval Station, Long Beach,
          California, and conveyed under the Defense Base Closure and
          Realignment Act of 1990 has been conveyed to a State-owned shipping
          company in violation of subsection (b) or is otherwise being used
          by a State-owned shipping company in violation of such subsection,
          all right, title, and interest in and to the property shall revert
          to the United States, and the United States shall have immediate
          right of entry thereon.
            (d) DEFINITION- In this section, the term `State-owned shipping
          company' means a commercial shipping company owned or controlled by
          a foreign country.
